Config Option - AllowEditEmployeeDeduction

The AllowEditEmployeeDeduction property controls whether a user can edit existing deductions for an employee.

Admin Tools location:	Config Option > User > User_UserSetting
Default:	True
Valid values:	True: Allows a user to edit existing employee deductions.
	False: Prevents a user from editing existing employee deductions.
